WA Legal Requirements

What Construction Sites in WA Actually Need

Under the Work Health and Safety Act 2020 (WA) and the WorkSafe WA First Aid Code of Practice, construction sites are classified as high-risk workplaces requiring a minimum of 1 trained first aider per 25 workers โ€” with coverage maintained at all times.

For most Perth construction sites, this means HLTAID011 Provide First Aid for designated first aiders. Many head contractors and principals now require all workers โ€” not just designated first aiders โ€” to hold current HLTAID011 as a condition of site access.

For sites in regional WA or more than 15โ€“20 minutes from emergency services, HLTAID013 (Remote First Aid) is recommended for designated first aiders.

  • High-risk ratio: 1 first aider per 25 workers minimum
  • All workers recommended: HLTAID011 for site access
  • Designated first aiders: HLTAID011 mandatory
  • Remote sites: HLTAID013 for designated first aiders
  • Coverage: Must include all shifts and weekends
  • Certificate validity: 3 years (CPR annually)
  • CTF rebate: May apply for eligible WA construction workers

Common Questions

Construction First Aid FAQ

Do I need a White Card before doing first aid training?
No โ€” there are no prerequisites for HLTAID011. You do not need a White Card or any prior medical experience. However a White Card and a first aid certificate serve different purposes; if you plan to enter a WA construction site you will need both separately.
Can WCFAT deliver training on our construction site?
Yes โ€” we deliver all training on-site at your project location across Perth and WA. We bring all equipment including Laerdal QCPR manikins, AED trainers, and scenario materials. Minimum 10 participants per session.
Are WCFAT certificates accepted on WA construction sites?
Yes. All WCFAT certificates are nationally recognised HLT framework qualifications delivered on behalf of Allens Training Pty Ltd RTO 90909. They are accepted by all WA construction contractors and principal contractors.
How many first aiders does our construction site need?
Construction sites are classified as high-risk under WorkSafe WA, requiring a minimum of 1 first aider per 25 workers. Coverage must be maintained at all times including different shifts. We recommend training more than the minimum to account for absences and roster changes.
